About the Author
HENRY KISSINGER served as National Security Advisor and then Secretary of State under Richard Nixon and Gerald Ford and has advised many other American presidents on foreign policy. He received the 1973 Nobel Peace Prize, the Presidential Medal of Freedom, and the Medal of Liberty, among other awards. He is the author of numerous books on foreign policy and diplomacy and is currently the chairman of Kissinger Associates, Inc., an international consulting firm.

INTRODUCTION
The Question of World Order
IN 1961, as a young academic, I called on President Harry S. Truman when I found myself in Kansas City delivering a speech. To the question of what in his presidency had made him most proud, Truman replied, “That we totally defeated our enemies and then brought them back to the community of nations. I would like to think that only America would have done this.” Conscious of America’s vast power, Truman took pride above all in its humane and democratic values. He wanted to be remembered not so much for America’s victories as for its conciliations.
All of Truman’s successors have followed some version of this narrative and have taken pride in similar attributes of the American experience. And for most of this period, the community of nations that they aimed to uphold reflected an American consensus—an inexorably expanding cooperative order of states observing common rules and norms, embracing liberal economic systems, forswearing territorial conquest, respecting national sovereignty, and adopting participatory and democratic systems of governance. American presidents of both parties have continued to urge other governments, often with great vehemence and eloquence, to embrace the preservation and enhancement of human rights. In many instances, the defense of these values by the United States and its allies has ushered in important changes in the human condition.
Yet today this “rules-based” system faces challenges. The frequent exhortations for countries to “do their fair share,” play by “twenty-first-century rules,” or be “responsible stakeholders” in a common system reflect the fact that there is no shared definition of the system or understanding of what a “fair” contribution would be. Outside the Western world, regions that have played a minimal role in these rules’ original formulation question their validity in their present form and have made clear that they would work to modify them. Thus while “the international community” is invoked perhaps more insistently now than in any other era, it presents no clear or agreed set of goals, methods, or limits.
Our age is insistently, at times almost desperately, in pursuit of a concept of world order. Chaos threatens side by side with unprecedented interdependence: in the spread of weapons of mass destruction, the disintegration of states, the impact of environmental depredations, the persistence of genocidal practices, and the spread of new technologies threatening to drive conflict beyond human control or comprehension. New methods of accessing and communicating information unite regions as never before and project events globally—but in a manner that inhibits reflection, demanding of leaders that they register instantaneous reactions in a form expressible in slogans. Are we facing a period in which forces beyond the restraints of any order determine the future?

Very, very helpful work from Kissinger

Must read! This work will go far to clear up your confusion about what you are seeing on TV News. Chapter 3 is nothing short of an Enlightenment ... but you need to read the Intro & Chapter 1 to fully benefit from Chapter 3. Kissinger is the NUMBER ONE mind on foreign policy, and this is his current work on the state of the world, how we got to this point, and what may come next. He writes like he speaks ... densely packed, few wasted words. This is a reference quality piece of work and not something to breeze through ... but you will come away from it with much better understanding of civilization, and events now happening in our world. He tells it like it is, whether we want to hear it or not. And that is exactly what I was hoping for. This is one of those rare works that actually provides answers and insights I can use to understand an increasingly complex and seemingly contradictory world ... and to sort through the deception and duplicity of our time.

The small insights are the most informative.

Overall, a solid effort by one acknowledged to be one of the heavyweights of foreign affairs in the past fifty years. but what is best about the book is the small pieces of information which can be gleaned from it.
it is imperative to a knowledge of the dynamics of Islam to understand the Sunni-Shia division. One could read a detailed work on that division, there are many solid works, but one can understand the basics in about one chapter of this book. if one is still interested, there are many other sources, deeper in content. In the same vein, the author's writings of the emergence of many Islamic players without a history of involvement in world order(s) is also enlightening and, unfortunately, disconcerting. Especially if these new actors become players, and some already are, in the arena of nuclear weapons.
There is a very good compare and contrast of styles of leadership and views of world order by resort to detailed analysis of how three U.S. Presidents viewed these issues: Teddy Roosevelt, Woodrow Wilson, and FDR. Also, not surprisingly, the author is very complimentary of Nixon's role in world history and formation of order. There can be room for discussion of Nixon's presidency and persona, but only the most rabid disparaged of Nixon can deny his foreign policy acumen, and then hardly legitimately.
Finally, coming from one who readily admits his technology shortcomings, the author does an excellent job of posing the benefits and burdens of the internet age. It can well be argued, and between the lines he does argue, that the internet and tech explosion posits issues, problems and questions not thought through and for many new players in the world order issues, problems and questions they are not equipped to handle, at least for now.
Overall, a solid work by one with the "cred" to be able to demand being heeded about his thoughts on the issues on which he writes.

A must-read

With his characteristic flair and command of political history, Dr. Kissinger has once again authored a book that examines the development of political systems through the lenses of history, economics, and, interestingly enough, psychology. ("Diplomacy" is, in my opinion, another example of this type of narrative.) Despite his often intimidating intellect, Dr. Kissinger has a talent for writing for the scholar and the layman. A genuine interest in the subject matter is a prerequisite for successfully approaching any of his works, but one does not need to have a post-graduate education to appreciate (or to understand) his writing. In "World Order," he outlines the genesis of the modern nation-state and how the Treaty of Westphalia led to the conclusion of regional wars and to the legitimisation of the principle of self-determination. He examines the development of various sociopolitical systems - from the Seventeenth Century through the modern era - and of those nation-states who have adhered to - or, in other cases, deviated from - Westphalian principles. Almost every political system found on the planet throughout history - from the empires of the East to the nascence of the European Union - is described in Dr. Kissinger's signature style. I think that "World Order" is a worthwhile read for anyone remotely interested in history, political science or current events.
